Unable to access VM over SSH.

I was going to throw up tpot on a debian server to play around with ELK (https://medium.com/swlh/honey-i-containerized-the-kids-deploying-honeypots-on-azure-a79af222a948) Using that URL, I walked through the steps and I am not getting any connectivity after I modify the firewall rules.

Current rules are below, I also verified by spinning up another VM that I was unable to hit the IP address over SSH on the new port. Does anyone know of anything that could be missing?

    I think it is something wrong with the VM itself, not the firewall.
    To be sure you can create an "allow all" rule (Port: Any; Protocol: any; Source: any; Dest: any; Action: Allow) and try to connect.
    You should connect to VM console to see what might had happened.
