Lost admin access to 365 tenant

I have a client who's previous IT provider died. He was the only admin of the tenant and they cant get access. I see lots of conflicting suggestions to a solution, but cant clarify the best process, together with whatever identifying information they may need to provide.
One of the suggestions is to lodge a ticket via azure in our tenant, but it seems to want to make the question regarding our tenant - which isnt the problem.

    @Frank Clay, Thanks for posting in Q&A. From your description, it seems the only admin in the Microsoft 365 tenant is unable to access. For such scenario, you can contact Microsoft 365 Phone support to open case and provide the organization related information to see if the admin account can be found back.
