Thanks for help. The issue as because the restriction policy was applied to a device group and not a user group. I guess the device didn't exist when enrolling the device so the policy wasn't applied.

I have Android Zero Touch enrolment setup. I have a compliance and configuration policy setup for a passcode. It is no longer asking for PIN code as part of "Set up your work phone" during enrolment. Any ideas ?
