While deploying MFA for users, why are users getting repeat password prompts in Outlook app?

My company is trying to implement text-based MFA for our users across our company. However, Whenever I enable MFA for a user, then they proceed through registration and status updates to Enforced, Outlook desktop app starts freaking out and repeatedly asking for the user's password. Regardless of how many times we enter what we know to be the correct password, it keeps prompting for it but a text is never sent to the user's phone nor is a prompt popped to enter a code. I am at a loss at this point as to what is causing this...

As soon as I disable MFA for selected user, it goes back to normal, accepts the password and begins working again.

Please help as I think I am developing a bald spot with all the hair pulling!

    Through Azure AD I believe. We are using standard Azure that comes with Business Standard.
