Reactivate button can only be used for Pay-as-you-go Azure Subscription type.
For other subscription types, you would need to contact support to have your subscription reactivated.
Here are the steps to create a support request:
#Scroll down to 'Need more help' and click 'Contact support'
#Click on 'Create support request'
#Enter the details as below:
