@Aran Billen, Thanks for posting in Q&A.

From your description, I know you want to prevent users opening safari on iPad.

Based on my researching, we can create a Device restrictions policy to block opening Safari.

Here are some steps you can refer.

1.Go to Intune portal > Click Devices > Click iOS/iPadOS > Click Configuration profiles > Click Create New policy > Select Templates as Profile type and then select Device restrictions.

2.In the Configuration settings page, click Built-in apps > Select Block Safari.

    User's image

3.In Assignment page, assign it to user group.

Then all iPads will block users opening Safari.

    Hope it will help.

Hey Aran Sign in to the Microsoft Endpoint Manager admin center. Go to Apps > App protection policies. Click on the app protection policy that you want to edit or create a new policy. Under the App types section, select the iOS/iPadOS platform. Click on the policy settings and under the Managed apps section, click on the Add apps button. Search and select Safari from the list of apps. Once Safari is added to the managed apps list, you can configure the policy settings to restrict the access to Safari or block it completely. Save the policy and assign it to the users or groups that you want to apply the restriction to.
