O365 Encrypted Email - Is there a way to confirm if it was opened by the recipeint?

We had a user send an O365 encrypted email to a recipient outside of the company/domain. Is there a report that will tell me if this email was opened?

    Hi @Paul Goble

    As a sender, you can request a read receipt from the recipient when you send the email in Outlook.

    The detailed steps are introduced in this link:

    However, please note that there is no method to force the recipient to send the read receipt.
