This piechart added a value of 17, (4% in purple) in the chart but 17 was not apart of the data set. How do I remove that value and why is the pie chart doing this ?

The 4% is the "of Pie" portion of the "Pie of Pie" chart you're using. As the description states, it breaks out the smallest slice into a subpie so it is easier to see values that otherwise would have been too small to see in the larger pie.

If you don't want the subpie then select the chart and change the type to Pie. This shows you a traditional, single pie with all the slices.

    Hi @Avian Richardson

Please checkout Michael Taylor's explanation. The value of 17, (4% in purple) is the sum of smaller slices ('Total of Good to Have' and 'SQL and Metaload ')from the main pie chart and display them in a secondary pie.

For more about "Pie of Pie", you may refer to link: Draw attention to small slices in a pie-of-pie or bar-of-pie chart.
