No, Microsoft 365 Business Premium offers Defender for Business and not XDR. Microsoft defender XDR is only available in following suite:
- Microsoft Defender for Endpoint
- Microsoft Defender for Office 365
- Microsoft Defender for Identity
- Microsoft Defender for Cloud Apps
- Microsoft Defender Vulnerability Management
- Microsoft Entra ID Protection
- Microsoft Data Loss Prevention
- App Governance
- If it has email protection, identity Endpoint or the need to change plans.
