The answer above is partially correct. While you can use your own IPs for the storage adapters, you must also disable the auto-IP feature to prevent Network ATC from assigning its own IPs. When deploying 23H2 from the portal, this is only possible by using an ARM template.
Although, we do highly recommend using the auto-IP feature built into Network ATC for assigning the IP addresses to your storage adapters. Using this feature cuts down on the manual work necessary to assign and manage your own IPs. Since storage IP addresses do not need to be routable, these VLANs only live locally on the switches, so it does not matter if multiple clusters are using these VLANs for storage traffic. Also, the host will perform Duplicate Address Detection (DAD) to ensure two hosts do not use the same IP addresses.
