-Verify the Network Path: Ensure that the network path you’re trying to access is correct. The error message suggests that the Operations Manager Server is unable to find the directory \servername\C$\Windows.
-Check the Agent Installation Method: If your agents were manually installed, the approval for upgrade won’t work. It will only work if you have push-installed those from SCOM.
-Check the Run As Account: To upgrade an Operations Manager agent through the console, ensure that the Run As Account used for upgrade is granted with the Log on as a Service right on all the Management Servers and Gateways.
-Upgrade the Agent: You can try to upgrade an existing agent using the following command: msiexec.exe /i \omms1SCOMAgentMOMAgent.msi NOAPM=1 AcceptEndUserLicenseAgreement=14.
-Apply an Update Rollup Patch: If you have an Update Rollup patch file for an agent, you can apply it using the following command: msiexec.exe /p \omms1SCOMAgentKB4594078-amd64-Agent.msp /qn.
-Repair the Agent: If the upgrade still fails, you might need to repair the agent. You can do this by going to the Administration workspace in the SCOM console, navigating to Device Management > Agent Managed, right-clicking on the computer that you wish to repair the agent, and selecting Repair.
