First I would like to explain that email recall only works when you and the recipient both have email accounts within the same organization of Microsoft 365 or Microsoft Exchange. Based on your description, I have a few questions that I would like to confirm with you:
- Whether the recipient moved the email to a public folder, if so, the recall will not be successful.
- Whether the recipient is configured with other mailboxes or shared mailboxes, and the message has been sent to one of them, may affect the recall.
- Whether the recipient has set delegation permissions, and if the delegated mailbox agent reads the email, the withdrawal will not be successful.
