MS Exchange 2016 CU23 with latest April SU, on-prem.
At some point in time, UM services stopped working correctly.
When we try to edit the UM attributes of an existing user or enable UM for a new one, we receive the error:
Unified Messaging can't validate or generate a UM PIN for mailbox 'user@mydomain.ru' : An error occurred while accessing the user's mailbox. Details: The request failed with an empty response.

Error on all servers.
Voicemail works for those users where it was enabled
It was not possible to determine what exactly led to the problem (over six months, updates were installed repeatedly, all DCs were updated to 2019, the functional level of the domain was raised), changes to the service are made very rarely, there are only a few users with UM.
