Hi Jordan,
I understand that you even with the Global Admin in Azure AD, you might still face issues assigning Azure Virtual Desktops (AVD) or Virtual Machines (VMs) to users. Additionaly being a Global Administrator in Azure Active Directory (Azure AD) does not automatically grant you all permissions in Azure so you need to assign Azure roles such as User Access Administrator. This means that even as a Global Administrator, you might need to assign yourself additional permissions to manage Azure resources.
Here are a few things you could check:
- Check if you have the necessary Azure Subscription roles. At resource group level you can check eaither your RBAC access or another user RBAC access.
- Ensure correct Role-Based Access Control (RBAC) settings. On case of AVD you can use role Desktop Virtualization User
- Verify User Account Control (UAC) settings.
