Joanna Szczubeł Greetings & Welcome to Microsoft Q&A forum!

Please see below answers to your queries.

1.I would like to ask whether employees of subsidiary companies can utilize Azure OpenAI under parent company's subscription, or is it necessary for them to apply separately for access?

Azure subscriptions are typically managed at the subscription level, which means that all users who have access to the subscription can use the services and resources that are included in the subscription. However, it's important to note that the parent company is responsible for managing access to the subscription and ensuring that employees of subsidiary companies have the appropriate permissions to use Azure OpenAI.

If employees of subsidiary companies need access to Azure OpenAI, they should contact the parent company's Azure subscription administrator to request access. The subscription administrator can then grant the necessary permissions to the employees to use Azure OpenAI.

    1. Could we provide Azure OpenAI access under company A subscription to selected employees of a company B with which company A have no legal affiliation, but who are working on a project for company A?

If Company B has no legal affiliation with Company A, it may not be possible to provide Azure OpenAI access under Company A's subscription to selected employees of Company B. This is because Azure subscriptions are typically associated with a specific organization or entity, and access to the subscription is managed by the subscription owner.

Azure's role-based access control (RBAC) feature to grant access to specific resources within Company A's subscription. With RBAC, you can grant access to specific resources, such as Azure OpenAI, to selected users or groups without giving them access to the entire subscription. This would allow you to provide access to Azure OpenAI to selected employees of Company B who are working on the project for Company A, while still maintaining control over access to other resources within the subscription.

Azure OpenAI Service is made available to customers under the terms governing their subscription to Microsoft Azure Services, including the Azure OpenAI section of the Microsoft Product Terms. Please review these terms carefully as they contain important conditions and obligations governing your use of Azure OpenAI Service.

I would suggest you, please go through the below for more details.
