Project Online Desktop client opens a project but will freeze when saving or publishing.

We have a couple of remote users who has issues with Saving, Publishing or Closing projects from Project Online desktop client. After a reboot and Project clear cache the issue was not resolved, but if I (PWA Admin) opened their projects and closed it, then it would work for them. I was thinking it could be a network issue, not sure. Have any ideas? It is odd how it gets fixed after I open and close it, or save/publish their schedules. Thank you.
