Project Online Desktop client opens a project but will freeze when saving or publishing.

I will try this again. Received an error when I submitted this.

Question: Two remote users Project Online desktop client freezes when they try to Save, Close, Publish their projects. They rebooted, cleared Project desktop cache and it still did not fix their issues. However, if I opened and closed their project or published then it would work for them. I was thinking this is a network or permissions issue, but the permission are correct. Have any ideas? Thank you.
