Document Intelligence Region in billing differs from the resource settings

Hi all,
we are currently using Azure AI Document Intelligence. All resources are set to Europe, whereas the billing shows that "Azure Applied AI Services" (acccounts) is located in the US East.
Is there any setting to move all services to the EU in order to comply with GDPR?
