Microsoft Endpoint Manager (Intune): Why are my policies not applied to all users?

Good morning,

I can't figure out the following and hope someone can help me.

In Microsoft Intune, I created a configuration profile with both device and user settings. This configuration is assigned to a device group. When I log in with my own account, I receive the user policies correctly, but when a student logs in, certain user policies are not applied (not applicable).

Can someone tell me why this is happening? Could this be related to the license? I have a 'Microsoft 365 A3 for faculty' and 'Microsoft Fabric (Free) license', the student has an 'Office 365 A1 Plus for students' license.

    @Mike, Thanks for posting in Q&A. Yes, you understand is correct. To apply Intune policy, the user needs Intune license to be assigned. If the user is without Intune license, it can get not applicable status.

    Please assign Intune license to the user you want to get this policy. Or if this is a shared device, you can also consider device license.
