Microsoft Office 365 is sometimes absolutely exasperating. A thousand admin panels, a thousand roles, meaningless error messages, documentation that is out of date...

We are in the Partner Center and want to access Solutions Partner | Business Applications. There we get the following message:

And now comes the funny part. Neither I (who has all assignable roles) nor the admin of the organization can access it. What the hell is an MPN Admin role? I can't find it in the role assignments in the Partner Center, in the Azure Portal or in Entra.

Where can we assign this role and why the hell can't Microsoft just point directly to their documentation when an error message appears and explain what to do?

Life could be easy if the documentation was a little more thorough.

Actually, we're just looking for how to submit an app to the Teams store. But guess what? The documentation is once again outdated at this point and we can't find the Marketplace Offers.
