Unable to create a cluster in Databricks getting quota exceeded error while everything is new

    You will receive this error when you exceed the limit of cores for a region. You need to raise a support ticket to increase the limit of the number of cores for a southcentralus region.

    However, please note that free subscriptions including Azure Free Account and Azure for Students aren't eligible for limit or quota increases. If you have a free subscription, you can upgrade to a Pay-As-You-Go. User's image

    Once you have upgraded to a Pay-As-You-Go subscription, you can raise a support ticket to increase the limit of the number of cores for the southcentralus region.
