Restricting CoPilot access to under 18s

Hi,

I work in an educational establishment and am doing some work on getting ready for Copilot. For the purposes of my question, I am not referring to the Office integration, which requires a license/subscription to access - only the Copilot features in Windows 11/Edge/copilot.microsoft.com.

From this article, it's my understanding that, when Azure/Entra ID is set up correctly only adults and higher education students should have access to Copilot. To achieve this, I believe it's necessary to set the following values:

  1. Set the organisation type to Primary/Secondary/K-12 through the M365 admin centre > Settings > Search & intelligence > Configurations > Microsoft Search in Bing for work or school
  2. Set the age group in student accounts in Azure to Minor or Not adult through Entra ID > Users > user account > Edit properties > Parental controls

Having done this and tested with a restricted test account, unfortunately Copilot is still available. In the testing I've done, I've only checked on the Copilot website and Edge browser so far, but neither are compliant and Copilot can be accessed.

This is a problem, because it's in disagreement with Microsoft's guidance and because we do not want our young students to be able to access AI tools at this stage.

Perhaps I've misunderstood, or have overlooked some setting? I would be very grateful for any advice on how to get this working as intended, and make this work for our students.
