Windows keeps looping "Just A Moment" screen.

Hello, i've been trying to reboot my dad's old 2017 Dell Inspiron 11 3000 series. I was able to boot it up with the original parts it came with. Once I put in the timezone and location, it gets stuck in the "Just a Moment" screen for a couple of minutes and puts be back into the timezone and location settings. I've tried shutting down multiple times, but it still occurs.

    Turn laptop on and immediately start pressing the F12 key to enter the Boot Menu.

    Select Repair your computer or Advanced options.

    Choose Troubleshoot, then Reset this PC.

    Follow the on-screen instructions to reset the laptop, choosing whether to keep your files or remove everything.

    If the above doesn't help, then try a Clean install.

    Inspect the hardware: Make sure all hardware is well connected and free of damaged or loose parts. You can also try disconnecting unnecessary external devices (such as USB devices, external hard drives, etc.) to see if there is any improvement.

    Safe Mode Boot: Try to enter Windows Safe Mode. Press the F8 key at startup or hold down the Shift key in Windows 10 while clicking "Restart" and select Enter Safe Mode. If you can get into safe mode without any problems, then the problem may be caused by an installed program or driver.

    If that still doesn't work, try a clean install.
