I am unable to create a developer account - no matter what card I use or computer etc. It says I have insufficient funds. Microsoft support keeps taking me to business support where it says to buy a package for $499 or $1999. I could use some help in this manner as I'm taking game dev and looking forward to being able to create Xbox games. Thank you.
