Minimum license required for our system ??

We are planning to invest in a new server system with 3 physical servers, each with 2 CPUs and 32 cores per CPU. All 3 physical servers will be running a cluster to virtualize 10 other servers. Our vendor is suggesting that we need 48 licenses of 16-core packs to run the system, but based on our research, we believe only 12 licenses of 16-core packs are necessary to operate the system. Can you clarify this for us and provide advice on how our organization can optimize costs?
