kb5037782 vs KB5008223 on win server 2022 v 21h2 .. is there is a conflict ?

i have win 2022 21h2 and kb5037782 failed with error

installation failure : windows failed to install the following update with error 0x80071ab1

i noticed that there is a conflict between kb5037782 (security update 2024) vs KB5008223 (security update 2021) and after removing KB5008223 now i can install kb5037782 manually normally

and i searched on https://www.catalog.update.microsoft.com/Search.aspx?q=KB5008223 and found KB5008223 replaced by kb5037782

so the q is

1- does this conflict normal ? and my solution is suitable ?

2- does kb5037782 only is enough for system and no need for KB5008223 ?

    Yes, your solution is correct.

    kb5037782 is the latest cumulative update for 21H2, it contains previous cumulative updates and makes improvements to them. You only need to install KB5037782, and you don't need to install previous cumulative updates, which is enough for system.
