To further troubleshoot this issue, please kindly check:
1.Navigate to “Network & Internet” -> “Advanced network settings” -> “More settings” -> “Network reset" to reset the netowrk and restart the computer.
2.Create another local user and login to check if same issue persists for this user.
3.Run below command as admin in CMD window:
sfc /scannow
to scan and repair any corrupted system files.
4.Boot the machine in safe mode and check if statis IP can be applied.
