I can't set up windows hello pin for one user on windows 10. AD user profile.

The add pin page does not come up when pressed. nothing happens. another AD user was setup at log in no problem. I have tried all the troubleshooting that has been listed before such as deleting folders etc. nothing has worked. windows 10 pro 22h2.
