    Is any part of the text inside table cells (text lines within table cells won't be numbered)?

    Some screen shots may help us diagnose the issue. If possible, you could share a representative sample document for illustration.

    Please note, a table and a figure are counted as one line.

    Besides, a text box is counted as one line if it is positioned inline with the text on the page. If text on the page wraps around the text box, the lines of text on the page are counted. Lines of text inside a text box are not counted.

    Please check whether there is any table and text box in your document.

    If not, you can delete the important data, save as a .xml file, then upload to here.

    Line numbering is a Section property or activity.
