Can't create API Management Service

Hello,
I'm trying to deploy APIM. My first attempt with terraform was successful. After few days I've destroyed it because of strange behaviour (403 depending on string in the content) and wanted to re-create it. Now it fails with an error:
Unable to activate API service at this time. This could be temporary issue in the region. Please check https://aka.ms/azurestatus for any issues. If the issue persists after retry, please open a support case for your API management service using the Azure portal.
My APIM should be internal, but I've also tried a workaround from this thread: https://video2.skills-academy.com/en-us/answers/questions/1655325/azure-api-management-fails-to-deploy (to deploy it without network via the web console) but the same error occurs when deploying the simplest APIM via console.
EDIT:
It was just a temporary issue. It has just started working correctly after some time.
