Looking for Task Sequence Menu startup advise?

I am on a site with 27 departments spread over about the same number of locations. I was asked to build a custom task sequence for each department so that they cannot see other departments task sequence. Does it mean 27 different ones assigned to a specific collection?

Or is there a better option like an XML Menu or UDI with specific permissions? Any suggestions how to avoid the tedious work?
