Unable to change subnet and migrate to stv2

I am trying to migrate an API Mangement service with vnet from stv1 to stv2. To do that, I have created a new subnet within the vnet that I am originally using, with the same NSG and route table, and then I tried to apply the new subnet to my instance. After I clicked "save", a notification pops up (within 10 seconds) and says my service virtual network is configured, and another banner that says the service is being updated. However, after an hour when the service is no longer in update state, it reverts back to the original subnet.

Note 5th and 6th bullet from Migration of vnet-injected APIM from stv1 to stv2
- The gateway DNS still points to the old compute if a custom domain is in use.
- If custom DNS isn't in use, the gateway and portal DNS points to the new compute immediately.
