How to reset PIN and fix this issue or hack

Hello I have tried to reset my PIN for my PC multiple times but it just says "This option is currently unavailable" I have tried to use my Microsoft password but it crashes when I try to do so. When I try to reset it does not take my password or anything no phone text no email no authenticater. This is very annoying for me I cannot tell If this is a hack or a Microsoft issue.
