When installing, the VS Installer could be asking Windows to enable a feature, running a 3rd party exe installer, or any number of activities. If it hangs or takes a long time, the VS installer can seem to be stuck or disabled. In this case, you can reboot the computer and retry the installation.
Besides, please make sure you have the latest service pack and critical updates for the versions of Windows that you are running. And ensure that the “CNG Key Isolation” service is running in manual:
- Run your Services as administrator.
- Locate the “CNG Key Isolation” service and open it.
- Change the “Startup type” option to “Manual” and start it.
If you install VS behind a firewall, your network may block Microsoft domains. Please find the hosts file in C:\Windows\System32\drivers\etc\hosts, and add one line 23.77.21.104 aka.ms into it. You can check the following link to see more Microsoft domains and add them into the allow list.
