How can I have access to more quota in virtual machines?

I am completing this lab: https://microsoftlearning.github.io/mslearn-ai-studio/Instructions/Exercises/03-Use-own-data.html

but I am not able to create a Standard_DS3_v2 Virtual machine since it says the following: User's image

    From your query we understand that you are trying to access more quota in Virtual Machines. If you are using a free trial, you are not eligible for extra quota.

    If you are using pay-as-you-go service, login to your pay-as-you-go credentials and navigate to "Request quota" as shown in above screenshot.
