    Hi,

    Please find the below suggestions,

    1. Check if autodiscover and EWS services are accessible from external and have the default authentication enabled on the virtual directories
    2. Check if accounts - Exchange onpremise and Office365 accounts have the required permissions
    3. check if network ports are allowed for incoming traffic to exchange from Office365 IP ranges

    You could use the Test-MigrationServerAvailability command as described in the below article for troubleshooting

    Additionally, since Exchange is installed on Azure IaaS, please make sure to follow the hardware requirements are considered. Deployment on Microsoft Azure virtual machines is supported if all storage volumes used for Exchange databases and database transaction logs (including transport databases) are configured for Azure Premium Storage.

    @gwtest

    Here are more suggestions for you:

    1. Please make sure Microsoft Exchange Mailbox Replication service is running well on your Exchange servers.
    2. Ensure that the MRS proxy endpoint is enabled on all on-premises Exchange servers. get-WebServicesVirtualDirectory|fl identity,MRSProxyEnabled
      Set-WebServicesVirtualDirectory -Identity "servername\EWS (Default Web Site)" -MRSProxyEnabled $true

    3) You also can check this article for more suggestions about Troubleshooting issues where the hybrid migration endpoint cannot be created.

    Additionally, please post the complete error page here, and don't forget to cover your personal information.
