How to reinstall everything on a Surface Pro (5th Generation) that will not boot up

I was trying to install a dual boot Linux OS. However, I installed it over Windows and deleted all of the Windows partitions. Now my Surface Pro (5th Generation) won't boot up at all. I have created a Surface Recovery USB with another computer. However, I still get the same error messages. However, when I go to boot up my Surface, I get a message that says "Couldn't find a bootable operating system." It then directs me to the BIOS. I have selected USB Storage as first in the boot order, but I get nothing.

    Thanks for your post. If windows won't start, and you have a recovery drive to reinstall Windows 

    For more info about using a recovery drive to reinstall Windows, see Creating and using a Surface USB recovery drive.

    You may need your BitLocker Key to reinstall Windows with a recovery drive. For more info about BitLocker keys, see Find my BitLocker recovery key.
