KB5039212 update causing explorer error

after the KB5039212 a few of our windows 11 machines that we have gp on to block the users from accessing the windows store and games. the last couple of days we have had them lose the task bar / start menu / explorer.exe not working

for some all i had to do was remove the gp and without a reboot the taskbar popped straight back and all working. but i currently have 2 machines that even after removing the update and the gp and doing gpupdate and scf and dism and relaunching explorere.exe

and a couple PowerShell
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

I still not got the taskbar and menu and Explorer working
i have a feeling that even though i have delete the group policy there is still something left of it blocking. but i don't know what to do next
