I understand you did not receive the code via email to verify your azure account.
Below are troubleshooting steps you can try and see if that helps in resolving the issue.
- You can check whether the email ended up in Junk or Spam folder. You can search your email with "Microsoft account team" to check if the email was sent to any other folder if any email rules were set.
- Based on similar issue discussed here you can check if any old email address is linked to your MS account and change the email in multi-factor authentication section in your account settings. You can follow this documentation to help update the setting.
- Lastly this issue can occur if there are any security rules applied on your email domain. You can reach out to your administrator to help determine if any rule blocked this email delivery.
- Since you cannot access the azure portal, you can call the customer service number for your country/region and see if they are able to help in this issue.
