What Azure AD B2C role can I assign to the Developer team without assigning a Global Administrator?

I have created multiple Azure AD B2C for all of my teams respectively with the Dev domain.

However, they cannot log in or switch to this Azure AD B2C tenant from the Azure Portal GUI yet.

What Azure AD B2C role can I assign to the Developer team without assigning a Global Administrator?

How to achieve that.

The roles are listed at https://video2.skills-academy.com/en-us/azure/active-directory-b2c/roles-resource-access-control - choose the ones that reflect the privileges you want to assign to your dev teams

I mean creating the Application Administrator Group, which automatically grants the member the Application Administrator role.
How can I achieve that?

Unfortunately I'm not following your question. You originally asked about the roles to use - to which I responded. At this point, it's not clear what you mean by "Application Administration Group"
