We currently have a prod and dev stv1 API-Management, both still running in the developer tariff. My goal is to migrate the prod to stv2 standard and the dev to stv2 dev tariff. However I have the following challanges: Backup & Restore from stv1 dev to stv2 standard does not work there is currently no stv2 dev tariff, it's visible on many pages from microsoft but I cannot select it in azure. That would mean we'd need two stv2 standard tariffs which doubles the cost. Is there any information if this ever will be released? Because of the above two problems I cannot try out the migration with a way back (duplicate API management from backup). The migration with chaning the network has no way back. Of course I could setup a new stv2 API-management but the effort to setup everything is very high so I'd like to avoid that.

May I just clarify a point , the acronyms
stv1 == single tenant v1
stv2.x ==single tenant v2
For these APIM you have developer, basic, standard , premium (now known as "classic")
But, API Management also have a new set of tiers
For these tiers you currently have
Standardv2 and basicv2

Are you referring to the "v2" tiers (the new tiers) in your question?
The V2 tiers do not have a developer tier option. Unfortunately it is also not possible to "migrate" between stv2.x and V2 tiers (currently standardv2 and basicv2)

for completeness:
If you're currently on stv1 (to retired by End of Aug this year) then you can use the migration tooling described here https://video2.skills-academy.com/en-us/azure/api-management/migrate-stv1-to-stv2
This would be for the basic, standard, developer or premium in stv1. And you'd end up with stv2.x version of the same. (Basically the migration is to different underlying compute which does not have a cloud-service dependency)
