How to delete a recovery services vault which has a failed backup job and the storage account of the job has already been deleted?

You'll need to delete the backup items for the storage account before you can delete the vault: Go to the vault > Backup items > Click the three dots on the far left, 'stop backup' then 'delete backup data.

If there was soft-delete enabled, you'll then need to disable that too, so it removes the items from soft-delete before you can proceed further, see: https://video2.skills-academy.com/en-us/azure/backup/backup-azure-security-feature-cloud?tabs=azure-portal#enable-and-disable-soft-delete

Note: this is destructive, it will remove the vault!
