SBS 2011 local Administrator rights for Workstation users

Hello,

I have problem with local Administrator rights for Domain Users on domain joined Workstations.
I set through the WSBS 2011 console a user for specific workstation to be Local Administrator at Access Level but it promotes the user as Remote Desktop User not as Administrator

How can I change it and give local administration rights?
