How do I enable two factor authentication when it isn't even being offered to me by Microsoft anymore?

So... whilst CONSIDERING two factor authentication, I wanted to have to go to my phone for an authentication code every time that I needed to log into my Hotmail account from the PC. >> NOPE... you have to use some authenticator BS.... so I backed out, said, no way Jose... not at all--NEVER! >> Well, I calmed down, and decided maybe I should try it. I went back and now it is not even an option. There is no "more options" or "2 factor authentication" or anything available on that screen anymore. How do I get this back so I can try this??? OR... Is this an omen that I should NOT try this because this could be ONE SURE SINGLE POINT OF FAILURE than COULD permanently lock me out of my account some day???? (oh...and btw... your so called "tags" for posting this question are USELESS; and it is IMPOSSIBLE to find meaningful tags...)
