Pricing of SQL database

I have a Azure student subscription. I was following the exercise from Microsoft (here). As I created a database, it provided estimated costs. I am only going to use it temporarily and with extremely low amounts of data and extremely low usage (me only). Is this ($320.02 - see image below) the minimum? Or is this based on averages from other users (e.g. companies with heavy use). I don't have $320 to spend. Anything to help clarify this pricing scheme. For example what is 'per vCore'?

    Choose the Development workload when creating the Azure SQL Database. Follow the steps outlined on this article. That will take you to select a Serverless database with very low pricing as it gets auto paused when the database is not in use.

    You can also choose to create a Basic DTU-Model database by following these steps. This will subtract 5 dollars only from the 150 dollars credit of your student subscription.
