Android Emulator 34 - " Could not start Emulator in HOST GPU Mode"

I downloaded the latest Visual Studio 2022 and I am following the steps to create an Android App. When starting the Emulator I get the Popup error:
"Could not start Emulator in host GPU mode"
"Please check if you can update your video driver. If it doesn't help, try to Edit the AVD and set "hw.gpu.mode=off"."
I have seen a similar post here: https://video2.skills-academy.com/en-us/answers/questions/1189804/android-emulator-doesnt-launch-asks-to-set-hw-gpu
However, editing the hw.gpu.mode property makes no difference and gets ignored. The Emulator ignores the settings and keep on using "hw.gpu.mode=host". Editing the .ini file also makes no difference. So I am stuck unable to use the Emulator.
My laptop is a Dell XPS with Intel GPU that works with the latest CAD programs. I am using the recommended GPU Dell driver. I am not able to use HyperV.
Can someone please assist.

In order to investigate further, could you please provide the version of Visual Studio where this problem occurs?
In addition, for visual studio related issues, it is more recommended to post it in Report a problem with the Visual Studio product or installer . We will clear details to be able to reproduce and troubleshoot the problem. When you post it, please include version numbers, exact repro steps, and the difference between the expected behaviour and actual behaviour.
