Trial account fee charged despite being ineligible

I created a new account for a trial, but was charged a fee. Later I was informed that I am not eligible for the trial. What can I do about the charged fee? And why am I not eligible?

    From the details you shared I understand that you are getting an error "You're not eligible for an Azure free account" while signing up for Azure free account. It could be due to the following reasons:

    The email address was used in the past for an Azure free account.

    Could be that the credit card was used for an Azure free account before.

    Could be due to invalid address information, phone number or email address.
