Windows 10 built-in apps take a long time to open when others don't

Lately when I open windows 10 default applications such as notepad, disk management, control panel, explorer.exe is always slow. and when I turn on the laptop a black screen appears, cursor and then loading taskbar appears. and also when I open a dialog file such as select file box to upload to google drive, save as box to save file.

However, when I open heavy applications such as chrome, visual studio code, adobe, it takes less than 5 seconds to open.

Here are the specifications of my laptop

  • Intel i3 5005U
  • 8gb RAM
  • 512gb SSD
  • Windows 10 22H2

I have tried many ways and solutions:

  1. sfc /scannow
  2. DISM /Online /Cleanup-Image /CheckHealth, DISM /Online /Cleanup-Image /RestoreHealth
  3. Disable unnessecary services
  4. Disable Startup Program
  5. Run a clean booT
  6. Settings > System > About > Advanced system settings > Performance settings, and select "Adjust for best performance of programs"
  7. Update Windows 10 to the latest version
  8. Update BIOS, Drivers and other hardware
  9. Repair In-Place Upgrade Windows 10

But the default windows application is still slow, while the others are not. Even windows explorer takes 20 - 30 seconds to open

Please help me, although it doesn't have much effect but this problem is annoying

    First, you could try uninstalling the update and see if that resolves the issue. To do this, go to Settings > Update & Security > Windows Update > View update history > Uninstall updates. Find the update in question and click Uninstall.

    If uninstalling the update does not solve the problem, try a clean boot to eliminate the impact of other applications and then see if the problem persists.
