Error creating developper account - Invalid Country

I'm trying to create a developer account to publish apps in store. The country "Portugal" apears 2 times. First one with dollar as currency and expecting an US Estate selection, the second one has the Euro currency but return the Invalid Country error when trying to proceed to payment.
