On the video2.skills-academy.com page "Describe Azure Service Health", the description of Service Health states "You can even set up Service Health alerts to notify you when service issues, planned maintenance, or other changes may affect the Azure services and regions you use." Therefore, I could potentially receive an email from Service Health about this hypothetical outage from the problem.
